SQL performance tuning is a difficult task, especially when working with large amounts of data, where even slight changes can have a significant (positive or negative) influence on performance.
Administrators or a DBA will look at performance from a different point of vue than a developer.
In many cases them building the suggested index or analysis things using some tools may not be the right answer. The problem-solving might simply require a totally different approach.
